Monitoring Progress
During our first LTP period, we submitted APRs each July to Government. Each APR reports on delivery by the eight partner Authorities, updates the public on our work and allows Government to assess our transport investment and progress towards targets.
The APR also forms the basis of an annual appraisal that feeds into each Authority’s Comprehensive Performance Assessment. This process has, in some years, led to more funding being allocated to our Area in a following year.
Effective monitoring to identify progress with programme delivery and the achievement of targets is essential. This allows approaches to be refined as circumstances change to ensure we stay on track to meet both short and long term aspirations.
New Programme Review and Management Procedures
In developing this LTP2, substantial efforts have been made to put in place a robust monitoring and review regime to enhance our performance. This was initially driven by our wish to improve programme delivery and control costs (which has been achieved). It has now been broadened to consider outcomes from our interventions and progress towards delivering our strategy and long term vision.
Figure 1 ‘LTP Programme and Targets Review Process’ illustrates the principal elements of the review process. At the heart is a monthly meeting of senior Members who consider detailed progress reports on delivery, expenditure, target attainment and trend information. They then advise the West Midlands Planning and Transportation Sub-Committee of the action being taken, or needed collectively or individually by authority, to remain on track.
This frequent monitoring and review cycle means problems are identified early to enable suitable remedial action to be developed and implemented. This regular review cycle will ensure that targets remain realistic and challenging.
